CASE MANAGEMENT PILOT PROGRAM

Case Management Pilot Program (CMPP) is a federally funded program to provide voluntary, trauma-informed, and culturally competent case management and related services to asylum seekers and other noncitizens in Immigration and Customs Enforcement (ICE) Alternatives to Detention programs. CMPP services include, among others: mental health services; human trafficking screening; legal orientation programs; cultural orientation programs, and other social services that participants identify as priorities. BakerRipley’s Citizenship and Immigration Program is proud to bring this new pilot program to Houston. Our case managers will connect you to the appropriate resources to reach your individual, and familial goals.


This program is only available for people who are on electronic monitoring by ICE (ankle monitor, phone, or phone app). If you are not on electronic monitoring, and have not been on electronic monitoring, you are not eligible for the program.


This pilot program has limited capacity, interested community members must enter a lottery system in order to be selected. Selection for the program is random, and BakerRipley cannot determine who is selected. If selected, your spouse and children may also be eligible.

CMPP focuses on helping families with connections to social services and not on legal representation. There is no attorney-client relationship if you are eligible for this program. BakerRipley cannot guarantee legal support for all qualifying enrollees.

Explanation of CMPP program Conditions and Services

BakerRipley participates in the Case Management Pilot Program (CMPP). This program provides case management and other services to eligible noncitizens. Available services include mental health services; human trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and for individuals who will be removed, reintegration services. CMPP services can also include help with urgent needs like housing, food, or utilities. BakerRipley is not a government agency.

Participation in CMPP is free and voluntary. If you enroll in CMPP, you can choose services are best for you. You can ask for more than one service. CMPP service providers cannot share your information about the type of services you select with the Department of Homeland Security (DHS).

When you first entered the ICE Alternatives to Detention Program, you signed enrollment forms and agreed to certain conditions.  CMPP does not require any kind of electronic monitoring.

If you enroll in the CMPP, you will still need to:

  • attend your ICE check-ins, immigration court hearings, and
  • follow all other ICE conditions of release and/or supervision to which you have already agreed.

Once you are part of CMPP ICE will continue to oversee your immigration compliance, including conditions of your release. ICE has the authority to re-evaluate and re-determine your release conditions based upon new information.

If you are detained by ICE or placed on electronic monitoring, you will no longer be eligible for CMPP.

Application for Certain Immigrant Benefits Entitles You to Confidentiality

You may have applied for certain immigrant benefits OR  may apply for them in the future. If this applies to you, the law gives special protection to your confidential information. The law requires that you give written permission to share any information about you.  We do not ask if this applies to you. The personal information for all CMPP participants is given the same protection.
  • T Visas and U Visas allow victims of certain crimes or human trafficking to remain in the United States for a period of time. (T and U Visas - Public Law 106-386, Section 701(c)(1)(C) ∞ Battered Spouse of Child Information 8 U.S.C. § 1186a(c)(4)(C) ∞ VAWA - 8 U.S.C. § 1367(a)(2))

  • Battered Spouse or Child Waiver allows an adult or child who has suffered domestic violence to ask for special protection from removal from the U.S.

  • Violence Against Women Act (VAWA) allows certain family members who have been victims of domestic violence to seek immigration benefits without the help or knowledge of their abuser.  

Even if you do not apply for these immigration benefits, no one may see your confidential information, unless you agree in writing before the information is shared.

I agree that BakerRipley may share this personal information with CRCL for the sole purpose of determining my eligibility for CMPP, removing me from ISAP if I am enrolled in CMPP, and future CMPP program evaluation. I understand that I am not required to sign this form. If I do not sign this form, I will not be able to enroll in CMPP. I have had the chance to ask questions about what this written Consent Form means, and which information will be disclosed to the CRCL once I sign this form.
